Events Upcoming Past Regular programmed Select events National Strategy Study for CDM Implementation in India: Launch and Public Workshop Silver Oak, India Habitat Center, New Delhi 21-22 October 2003Introduction Agenda Press release Introduction The third Conference of Parties to the United Nations Framework Convention on Climate Change (UNFCCC) at Kyoto, Japan in 1997, established three flexibility mechanisms to assist the countries fulfill their emissions reduction commitments. Clean Development Mechanism (CDM) is one such flexibility mechanism. CDM also provides opportunity to developing countries for transfer of clean technologies and finances thereby complementing the sustainable development initiatives of developing countries. The extent to which India could participate in the international co-operation in the climate change area by using the CDM would depend largely on the potential of the GHG emission reductions and their costs at the project, sectoral and national level as also the dynamics in the international market for offsets. A National Strategy Study (NSS) on CDM has been initiated in India to assess the issues and opportunities presented by potential international markets for greenhouse gases (GHG) offset through the CDM, and to evaluate processes and methodologies to facilitate implementation of CDM in India. The study will be conducted by TERI, New Delhi, with Swiss consultants providing inputs as required. The study will also identify key institutional, legal, financial and regulatory prerequisites to facilitate the development and implementation of CDM projects and build human and institutional capacity to identify, develop, implement, and process CDM projects in India. The main output of the NSS will be the development of a national strategy for India to participate in the global efforts to reduce GHG emissions, utilizing this market mechanism as defined under the Kyoto Protocol.
